In the first paper “Alarm Management for Pipelines” (2007) we examined alarm management practices as they existed in industry based on the National Transportation Safety Boards 2005 conclusion that an “effective alarm review/audit system would increase the likelihood of controllers appropriately responding to alarms associated with pipeline leaks”. The 2006 pipeline inspection, protection, enforcement, and safety act established a requirement whereby standards for the “review and audit alarms on monitoring equipment” would be in place not later than June 1, 2008. As the standard quickly approaches, many pipeline operators are looking to available alarm management literature, and trying to determine how this material applies to the pipeline industry.
