On November 15, 2011 compliance with the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) Safety & Environmental Management Systems (SEMS) is MANDATORY. According to BOEMRE, SEMS is a nontraditional and performance-focused tool enabling a sustainable approach for integrated offshore operations. Previously voluntary SEMS is designed to reduce both the number of offshore accidence incidences as well as their seriousness.
The four principal SEMS objectives are:
1. Provide a focal point regarding the issues human error and poor organizational structure and processes have on accidents,
2. Develop continuous improvement process for better safety and environmental footprint,
3. Encourage performance based operating practices, and
4. Collaboration models that promote the public interests in safe and environmental sound offshore processes
