Global nuclear groups to collaborate on bridging nuclear safety, security

WANO, the World Association of Nuclear Operators, and WINS, the World Institute for Nuclear Security, are pleased to announce a collaborative effort to examine the interface between nuclear safety and nuclear security. A joint Working Group will be established in 2012 with the objective of better defining and identifying best practices for managing the interface between these disciplines. The Working Group will comprise representatives of the two organizations, with support as necessary from other specialists, taking into account advice already published by the IAEA’s International Nuclear Safety Group (INSAG).

WANO’s Chairman, Laurent Stricker, said “It is in the interests of all the world’s operators to ensure that nuclear safety and security arrangements are as seamless as possible, but there are challenges in achieving this, given the different technical goals and responsibilities, and how they are allocated between licensees and the national authorities in different countries. We intend to do what we can, working with WINS, to examine and address the operational interface with security, which is consistent with our mission to share best practices in operation and maintenance of commercial nuclear generating plants among its members and to promote the highest levels of nuclear safety.”

The Chairman of WINS, Charles B Curtis, said “We welcome the opportunity to work with WANO and to draw on its enormous experience of achieving high standards of operational safety. There are strong parallels in the effective management of nuclear safety and security and strong arguments for ensuring that both are given the right level of attention through design, commissioning, operation, and decommissioning. We need to be confident that nuclear safety and the associated emergency planning arrangements are resilient whether the incident is initiated by an accident or malicious action.”

WANO is a non-profit member association established in 1989 by the world’s nuclear power operators to exchange safety knowledge and operating experience amongst organisations operating commercial nuclear power reactors. All of the world’s operators of commercial nuclear power plants are WANO members operating some 440 nuclear units in more than 30 countries/areas around the world. WINS is an International Non-Governmental Organization established in 2008, whose mission is to provide an international forum for those accountable for nuclear security to share and promote the implementation of best security practices. It is funded by contributions from governments and foundations and has almost 900 members in 62 countries around the world.
