TVO: Operation of new Olkiluoto 3 nuclear plant in Finland may face further delays

Construction works of the 1,600 megawatt Olkiluoto 3 nuclear power plant unit have proceeded in several areas. However, based on the latest progress information submitted by the plant supplier AREVA-Siemens, Teollisuuden Voima Oyj estimates that the start of regular operation of the Olkiluoto 3 nuclear power plant unit may be postponed until 2014. The turn-key plant supplier is responsible for the time schedule and TVO has requested an analysis of the anticipated date for the start of regular operation.

Main civil construction activities at the site have been completed and primary component installations are close to completion. However, the plant supplier has informed about further delay in the development of the I&C system, which has become critical for the time schedule. Additionally the reactor plant piping and electrical installation works have taken longer than previously estimated and the accumulated delays will impact the start of the plant commissioning. The start of regular operation of the plant unit may be postponed until 2014, stated Project Director Jouni Silvennoinen when explaining the reasons for the possible additional delay.

TVO has ordered the plant unit with fixed-price turn-key contract and expects the plant supplier to provide an updated project overall schedule including a new estimation of the start-up date.

The plant supplier is responsible for the time schedule. TVO is continuing to provide support to the plant supplier to complete the project as soon as possible without compromising safety and quality. The plant will be safe and technically advanced, concludes Project Director Jouni Silvennoinen.
