Natural gas from Myanmar`s Yadana gas field began flowing to Thailand in mid-1998, but flow rates of 5-10 MMcfd were lower than the 65 MMcfd expected.
The Electricity Generating Authority of Thailand was blamed for failing to install units at Ratchaburi power station outside Bangkok, which was the sole customer for the Yadana gas.
The Yadana gas flow was expected to stay at 5-10 MMcfd for 3-4 months, until the first two 200-MW gas turbines destined for the Ratchaburi plant were commissioned.
The contract required Thailand to gradually raise its offtake of gas from Yadana, about 240 km south of Rangoon in the Gulf of Martaban, to a plateau level of 525 MMcfd, 15 months after production start-up.
The 270-km Thai section of the line was built by PTT; the 410-km Myanmar section was built by Total and Unocal Corp.
Thailand asked the Total group to ease terms of the gas purchase contract since it could not take the volumes planned.
