Joint Venture «Asia Trans Gas» Limited Liability Company calls for Tender on the SCADA & TELECOMMUNICATION Systems for Uzbekistan – China Gas Pipeline Project:
The Uzbekistan-China Gas Pipeline Project (UCGP), which is a part of the Central Asia Gas Pipeline project, begins from the border of Uzbekistan and Turkmenistan, and terminates at the border of Uzbekistan and Kazakhstan. The total length of the trunk line is 490km. The pipeline has double line which is laid in parallel, with diameter of 1067mm (X70) and pressure of 9.81MPa. There are 33 valve chambers and 3 compression stations and 2 metering stations.
For realization of the project Joint Venture «Asia Trans Gas» LLC requires company which will render the SCADA & TELECOMMUNICATION Systems for the entire UCGP Project as described below.
The Contractor shall be assigned the single-point responsibility for the design, functionality and integration of all the SCADA & TELECOMMUNICATION Systems for the entire UCGP Project, including FOC(Fiber optic cable), voice exchanges, VSAT system, Video conference system, CCTV- and Intrusion Detection System, LAN Networks, Radio telecommunication equipments, Satellite phone devices, Satellite TV system etc., as well as for the integration of the Station Control Systems into the SCADA.
The detailed scope of work, specification and terms of rendering of services are specified in bid documentation.
Eligibility requirements for organization interested in obtaining of tender documentation:
· Experience and capability must be sufficient in order that the objectives of the contract are achieved.
· BIDDER has been the Prime Contractor or significant JV Partner or Subcontractor in an EPC Contract for at least three combined SCADA Systems and Telecommunication Systems projects within the past five years.
· The key parameters of such projects are defined as: Contract value not less than US$ 20 million. A length in a remote location of at least 300km Involvement of high-speed Communication (Gigabit Ethernet: SDH) via FOC and satellite backup communication. Providing local and remote operation of no less than five stations.
· Traceable experience in the realization of both Conventional SCADA and Distributed Control Systems (DCS).
· Traceable experience in long distance FOC laying in remote locations.
· Submission ISO 9001, ISO 14001 and OHSAS 18001 (or National equivalent) Certificates to demonstrate that management Quality, Environmental and Safety are compliant with international standards..
Closing Date for bid proposals submission has been extended: from 10 AM September 30, 2008, to 11 AM Tashkent time October 14, 2008.
