Steve Gordon, Managing Partner of Total Spectrum/Steve Gordon and Associates, is pleased to announce Fred Palmer as the newest partner of this rapidly expanding public affairs firm. Palmer will divide his time between Washington, D.C. and Phoenix, Arizona.
Palmer has excelled in coal, public policy and advocacy. He served as Peabody Energy's Senior Vice President of Government Relations - which included service on the company's Executive Leadership Team -- from 2001 through 2014. Most recently, he served as the Special Advisor to the Office of Peabody's Executive Chairman. Prior to joining Peabody Energy, Palmer served as the Chief Executive Officer of the Western Fuels Association. He was WFA's representative on the Board of Directors of the National Mining Association, and served as the chair of NMA's Legal Committee.
Palmer's efforts at Total Spectrum and Total Spectrum/Arizona will include advancing policies at the state and federal level to preserve America's coal electric generating fleet, protect coal production from all U.S. coal fields, and create policy parity for 21st century coal technology.
Palmer is a native of Arizona and has a home in Phoenix. He will work on behalf of Arizona interests - before both the state and federal government - to develop solutions for the state's current and future energy, water, and transportation needs.
Palmer earned both a Bachelor of Arts and a Juris Doctorate with honors from the University of Arizona. He is the 2004 recipient of the Erskine Ramsey Medal Award from the Society for Mining, Metallurgy and Exploration. He is a member of the National Coal Council and served as Chairman of the Coal Policy Committee from 2010 to 2015. He represented Peabody Energy on several boards of directors, including the World Coal Association - with a two-year term as Chairman - as well as the U.S. Chamber of Commerce, and the FutureGen Alliance. Mr. Palmer is a member of the California and D.C. Bar Associations.
