Phillip Townsend Associates, Inc. (PTAI) is now providing the Site Personnel Index (SPI) benchmarking service. The activity has been transferred from Shell Global Solutions B.V. to PTAI. The SPI program was originally developed more than 30 years ago by Shell for use across their extensive network of production sites, PTAI will continue to provide this service to Shell and its affiliates. PTAI is also in the process of expanding the SPI program to other companies interested in determining the manpower efficiency within their refineries, petrochemical or polymer sites.
The SPI methodology allows for the comparison of staffing levels across sites independent of size, location, or type of chemical process. SPI is the only benchmarking program focused solely on the efficiency of manpower utilization, one of the largest fixed costs for a process industry site. SPI can be used for an entire site or for different business units at a site and complements the other benchmark programs in PTAI’s portfolio.
While other benchmarks look at staffing levels as part of a broader competitive analysis of costs and capacity, the SPI program develops a complexity factor for each site based on the installed equipment and shows how efficiently the site is using their manpower. Each company receives a confidential report comparing their manpower efficiency in 22 job functions to comparable industry performance quartiles along with an analysis of the performance gaps. When used over a period of time SPI also provides a powerful tool for quantifying improvements.
