Fluor gets green light to begin construction on Dominion's natural gas-fired power plant

Fluor green light to begin construction on Brunswick County natural gas-fired power plant Virginia Dominion Virginia Power

Fluor Corp. (NYSE: FLR) received full notice to begin construction on Dominion Virginia Power (NYSE: D)’s 1,358 MW combined-cycle natural gas-fired power plant in Virginia.

Fluor has been providing engineering and procurement services for the Brunswick County plant since 2012 while Dominion awaited regulatory approvals for construction. Dominion received those approvals on August 2 but just recently made the announcement.

Fluor Senior Vice President, Business Line Lead Matthew McSorley told Power Engineering editors the company received a limited notice to proceed last fall and has been working closely with Dominion and Mitsubishi.

“We’re well advanced in engineering,” he said. “The turbines are way ahead of schedule. I was down there about a month ago, and they have all the blades on and the casting going.”

McSorley said the company is planning to mobilize the site in October or November and has already cleared much of the area for the project.

A hearing examiner had originally stated Dominion did not fully explore outside alternatives to building the plant, but Dominion told state regulators that alternatives had been explored but were not as cost-effective or suited to their customers’ interests as the new plant.

The plant is expected to begin operations in summer of 2016.
