Calpine Corp. (NYSE: CPN) began commercial operations at the Russell City Energy Center and Los Esteros Critical Energy Facility, both located in the San Francisco Bay area in California. Both plants will deliver power to Pacific Gas & Electric (NYSE: PCG), which will also supply the natural gas fuel, under 10-year power purchase agreements.
The 619 MW Russell City combined-cycle plant will use reclaimed wastewater from the city of Hayward’s Water Pollution Control Facility for all cooling and boiler makeup. Calpine owns 75 percent of the plant, or 464 MW. GE Energy Financial Services (NYSE: GE) owns the remainder.
The Los Esteros plant first began operations in March 2003 as a 188 MW peaking power plant. It has now been upgraded to a 309 MW combined cycle plant with the addition of heat recovery steam generators and a steam turbine generator. The plant also uses recycle wastewater from the San Jose-Santa Clara Regional Wastewater Facility.
