The addition consists of two General Electric (NYSE:GE) combustion turbine generators, two Vogt heat recovery steam generators and a steam turbine generator. The facility uses a dry-cooling system that allows it to produce electricity using 6 percent of the water required by similar facilities. Other technology allows the plant to recycle 75 percent of the water used.

The Shaw Group (NYSE:SGR) was the engineering procurement and construction services company.

Construction on the facility began in November 2007.
