PAA makes senior appointments, including Oxy’s Chiang as EVP/COO

Plains All American Pipeline LP (NYSE: PAA) has recently made a number of executive appointments and promotions. Willie Chiang has been appointed executive vice president and COO for PAA's US operating and commercial activities. John Keffer and Sam Brown have each been promoted to the positions of senior vice president, and Jeremy Goebel and James Pinchback have each been promoted to the positions of vice president.

Chiang has over 30 years of energy industry experience across the entire value chain, most recently serving as executive vice president of operations for Occidental Petroleum Corp., where, among his other responsibilities, he oversaw Oxy's direct investment in PAA's general partner.

Prior to joining Oxy in 2012, Chiang held increasingly responsible positions at ConocoPhillips, most recently as senior vice president, Refining, Marketing, Transportation, and Commercial. Previous ConocoPhillips roles included president, Downstream Strategy and Specialties, and a number of key refining management roles. Prior to joining ConocoPhillips, he spent six years with Powerine Oil Co. in Los Angeles and nine years at Chevron. He has also served on the boards of DCP Midstream and Chevron Phillips Chemical, and has been involved with the American Petroleum Institute.

Chiang holds a Bachelor of Science degree in mechanical engineering from the South Dakota School of Mines, and completed the Advanced Management Program at the University of Pennsylvania's Wharton School of Business.

Keffer joined PAA in 1998 and has served in a number of positions of increasing responsibility including managing director of refinery supply, director of trading, and manager of sales and trading. Most recently, Keffer served as vice president of terminals, with primary responsibility for managing the commercial operations in our crude and products terminals.

Brown joined PAA in 2009 as vice president of pipeline business development, with primary responsibility for the commercial activities for all crude oil and refined product pipelines in the US.

Goebel joined PAA in 2013 as managing director of acquisitions and has since served in a variety of roles, most recently being involved simultaneously in PAA’s fundamentals area and crude oil lease group.

Pinchback joined PAA in 2006 and has taken on increasing levels of responsibilities within the Pipeline Business Development area, most recently as managing director of pipeline business development.

In additional company news, John Rutherford is stepping down as executive vice president to pursue personal interests. He will serve as an advisor and consultant to the CEO and president for the next several months.
