PSA orders Eni to take action on Goliat deficiencies

OSLO, Norway – The Norwegian Petroleum Safety Authority (PSA) has issued two orders to Eni Norge on its running of the Goliat project in the Barents Sea.

PSA gave the company notice of this action last week.

One order requires Eni to reassess its current plans, priorities, and use of resources to ensure acceptable completion and operation of Goliat, taking into account conclusions from PSA’s supervisory activities, the company’s own findings and knowledge of the technical condition of the production platform, and the competence and capacity in the organization.

The other order relates to a serious injury to a deck operator on the platform last June. PSA’s investigation of the incident identified several serious breaches of regulations.

It has therefore ordered Eni to:

  • Systematically identify and review all lifting equipment and winches used for material handling on board and assess measures for further use or possibly ceasing to use this equipment
  • Present a binding and timetabled plan with a deadline for implementing measures based on findings from the review
  • Detail a plan for permanent resolution of design deficiencies in the loading hose with regard to twisting, and describe risk-reducing measures until a permanent solution is in place.

Deadline for complying with this order is Feb. 13.

PSA has also authorized Statoil’s request for modifications at Sleipner A and T in the North Sea to accommodate oil and condensate from the Utgard field.

Utgard is being developed via a subsea well template with the wellstream to be piped to Sleipner for processing. Production is scheduled to start in 4Q 2019.

PSA has given Statoil consent to make the necessary modifications to the Sleipner A and T facilities in order to receive and process the wellstream from Utgard.
