PSA moves forward with Goliat investigation

OSLO, Norway – In light of the most recent power outage on the Goliat FPSO, Norway’s Petroleum and Safety Authority (PSA) has confirmed to Offshore that it has moved forward in ordering an investigation.

Eni Norge reported a previous, similar outage aboard the vessel in May.

The most recent outage, reported on Aug. 26, forced Eni Norge to stop production and evacuate all non-essential personnel. In response, the PSA issued Eni Norge a non-binding notification of order, which the organization describes as the first step in its process before making an administrative decision.

The PSA has now issued Eni Norge an order, which, by contrast, is legally binding.

As before, under Framework Regulations, section 69, ref. Management Regulations, section 22, Eni Norge must identify and implement any necessary measures to achieve compliance with environmental, health, and safety legislation. Preliminary results from its investigation along with its recommended course of action must be submitted to the PSA by Sept. 5.

Once the investigation is complete, Eni must present a binding schedule and plan to institute its corrective measures. Deadlines must be included, as well as a description of any compensatory measures implemented until any discrepancies are corrected.
