FERC accepts preliminary permit for 75-MW Snow River hydro project in Alaska

The Federal Energy Regulatory Commission has issued a notice of preliminary permit application accepted for filing related to the 75-MW Snow River hydro project being studied for Alaska.

Chugach Electric Association filed the application on Dec. 23, proposing to study the feasibility of the Snow River Hydroelectric Project on the Snow River near Seward in the Kenai Peninsula Borough of Alaska.

Two alternatives will be studied. Features they have in common are: 700-foot-long and 300-foot-high concrete-faced-rockfill or roller-compacted-concrete dam with a 400-foot-long spillway, 300-foot-long and 60-foot-high concrete-faced-rockfill or roller-compacted-concrete dam on the right bank, 500-foot-long and 80-foot-high concrete-faced-rockfill or roller-compacted-concrete dam on the left bank, and reservoir with area of 5,321 acres. Both alternatives would feature an 80-foot-long and 100-foot-wide pre-engineered metal powerhouse with three turbine-generator units rated at 25 MW each, a submerged tailrace discharge and a 2.55-mile-long 69-kV transmission line tying into an existing high-voltage transmission line located west of the powerhouse site.

Alternative 1 consists of a 10,040-foot-long, 14-foot-diameter horseshoe intake tunnel, a 1,410-foot-long access road to the intake tunnel and dam and a 6,858-foot-long access road to the powerhouse. With Alternative 2, the intake tunnel would be 3,310 feet long, the intake tunnel access road 12,600 feet long and the powerhouse access road 8,000 feet long.

Estimated annual generation of the Snow River project is 341 GWh.

The deadline for filing comments, motions to intervene, competing applications (without notices of intent) or notices of intent to file competing applications is March 20.

Chugach Electric Association also owns and operates the 19.38-MW Cooper Lake Hydroelectric Project near Cooper Landing on the Kenai Peninsula.
