Tajikistan seeks employer's representative for 3,600-MW Rogun hydropower project, bids due October 3

OJSC "Rogun HPP" is currently seeking an employer's representative for services associated with the construction of the 3,600-MW Rogun hydropower plant in Tajikistan.

The employer's representative will be responsible for duties including, but not limited to, contract management, review and approval of project documentation; supervision of construction; production and installation of equipment; health and safety management; quality control of site construction and installation works; pre-contract works; and the acceptance and transfer process management, verification, evaluation and approval of interim payments.

A short list of selection criteria includes:

  • At least 15 years' experience in providing engineering/consultant services in the hydropower construction field;
  • At least 10 years' of specific employer's representative experience and involvement in the implementation of at least two large engineering, procurement and construction (EPC) hydro projects of an international scale; and
  • Availability of qualified personnel in the employer's representative team, and a minimum 10 years' key staff experience in the employer's representative services provision in the power engineering construction field.

Consultants can submit expressions of interest as individual companies, or an association in the form of a joint venture or sub-consultant.

Bids are due before Oct. 3, 2016.

Rogun will be located on the Vakhsh River, and is to include a 335-meter-tall embankment dam, hydraulic tunnels for river diversion and water discharge, and an underground powerhouse.

Financing for the project is being provided primarily by the Republic of Tajikstan. The plant is intended to help Tajikistan meet energy shortages during its winter months, while also allowing for the export of power to neighboring countries.
