Plans for a 400-MW pumped-storage hydroelectric plant at the Glenmuchloch surface coal mine near Kirkconnel, Scotland, have received endorsements from local authorities.

The project, which is being developed by a group that includes Buccleuch Estates and 2020 Renewables, will now take backing from the Dumfries and Galloway Council to Scotland's federal government for final approvals.

The developing consortium, called Glenmuchlock Pumped Storage Hydro Ltd., said it presented the proposal in a public exhibition in November before completing an environmental impact assessment. Now having received local backing, it has been submitted to Scottish Ministers for consent under Section. 36 of the Electricity Act of 1989.

"To make it successful, the scheme would require substantial investments and commitment from a range of stakeholders," the joint venture said in a release, noting that the project would create "significant local employment during construction and operation."

If ultimately approved, the project could take up to six years to construct.
