U.S. seeks arc flash mitigation for 25.5-MW Minidoka, 176.5-MW Palisades hydro projects

The Bureau of Reclamation seeks bids to provide arc flash mitigation at the 25.5-MW Minidoka and 176.564-MW Palisades hydroelectric projects in Idaho. Bids are due June 25.

Reclamation awarded a contract in May to Alstom Power Inc. to overhaul two turbines at the Allen E. Inman power plant of the Minidoka complex. It celebrated completion of a new spillway at Minidoka on May 27. The agency awarded a contract to D.H. Ortega Construction LLC in 2012 to repair stilling basin concrete and replace an oil containment system at Palisades.

In a solicitation set aside for small businesses, Reclamation now seeks bids for arc flash mitigation at the two projects. The work is valued at $1 million to $5 million.

Work at Minidoka includes replacement of low-voltage circuit breakers and fuses and replacement of medium-voltage fused disconnect switches with medium-voltage power circuit breakers. Work at Palisades requires replacement of low-voltage circuit breakers, medium-voltage switchgear with power circuit breakers, transformer overcurrent relays and associated current transformers.

Work at both sites includes installation of multi-function relays to provide differential and overcurrent protection to station service transformers and breaker failure protection to new power circuit breakers.
