Lesotho seeks bids to develop Polihali Dam; hydro project studied

The Lesotho Highlands Development Authority invites proposals to implement several portions of Phase 2 of the Lesotho Highlands Water Project (LHWP), including construction of Polihali Dam and a water transfer tunnel. Included in Phase 2 is the 1,200-MW Kobong Pumped-Storage project in Lesotho.

Responses to several solicitations are due in February and March.

LHWP entails construction of dams and tunnels for storing, diverting and controlling water of the Senqu/Orange River and its tributaries to deliver water to South Africa, to generate hydropower in Lesotho and to undertake related developments. Phase 1 included construction of Katse and Mohale dams, the 72-MW Muela hydropower project and associated tunnels.

South Africa's Cabinet agreed in 2008 to invest US$712 million in LHWP Phase 2, which includes construction of Polihali Dam, a Polihali-Katse transfer tunnel, roads and associated environmental and social programs.

The Phase 2 agreement also includes the 1,200-MW Kobong Pumped-Storage project, which is in the feasibility phase. The African Development Bank approved a loan in 2009 for Lesotho's electricity supply program including study of a 1,000-MW pumped-storage project. Lesotho Electricity Co. recruited consultants in 2010 for study of the 1,000-MW Monontsa Pumped-Storage project.

Lesotho Highlands Development Authority has solicitations outstanding seeking proposals for professional services for:

  • Polihali northeast access road by February 27;
  • evaluation, optimization and site supervision of geotechnical investigations for Polihali Dam and Polihali-Katse Transfer Tunnel by February 27;
  • demarcation of Polihali Reservoir by February 27; and
  • pre-qualification for design and construction supervision of Polihali Dam and appurtenant works by March 9.

Other solicitations are anticipated.

Lesotho firm seeks partner for LHWP work

Channel Communications (Pty) Ltd. of Lesotho seeks strategic partners for participation in Lesotho Highlands Water Project tendering.

Channel said it provides services including business management consulting, capacity building and training, project management consulting, enterprise and solutions architecture, information and communications technology services, and debt management and collection. It said it is implementing projects for the government of Lesotho.

Channel said it seeks a partner to execute the LHWP requests for proposals.
