The U.S. Army Corps of Engineers seeks information on firms able to stabilize the right bank of the American River about 1,000 feet downstream from 198.72-MW Folsom Dam in California. Responses are due Dec. 22.
The Corps' Sacramento District has been overseeing construction of an auxiliary spillway at Folsom Dam to address hydrologic risk identified by the Bureau of Reclamation's Safety of Dams program. Construction began in May 2012 on the $1 billion Joint Federal Project of the Corps, the Bureau of Reclamation, California Department of Water Resources, and Sacramento Area Flood Control Agency.
The Corps took information last year on firms able to perform operation and maintenance of the new auxiliary spillway. It also announced a contract to Kiewit Infrastructure West Co. to construct a new spillway chute and stilling basin on the downstream side of the new spillway.
In a sources sought notice, the Sacramento District now says the convergence of flows from the main Folsom Dam and the new auxiliary spillway could destabilize the existing right bank slope where the flows converge. After the auxiliary spillway becomes operational, changes in the river hydraulics downstream of the stilling basin are expected to occur, making a 400-foot reach of the river right bank more vulnerable to erosion and scour.
The Corps seeks information on firms able to reinforce the slope with 32-foot-long post-tensioned rock bolts and to fill joint cavities to prevent dislodging of several large rock blocks. The work is valued at $1 million to $5 million.
Responses are to help the agency determine the type of solicitation to be issued.
