Burundi seeks audit, procurement assistance for 31.5-MW Jiji, 16.5-MW Mulembwe hydro projects

Burundi's water and electric utility invites expressions of interest from consultants for a financial audit and for organization of procurement procedures for the 31.5-MW Jiji and 16.5-MW Mulembwe hydroelectric projects being developed in Burundi's Bururi Province. Responses to separate solicitations are due November 17 and 26.

Regie de Production et de Distribution d'Eau et d'Electricite (REGIDESO) recruited consultants in September to handle records and accounts of the development project, Projet Hydroelectrique de Jiji et Mulembwe (PHJIMU). It recruited consultants in July to perform a social and environmental assessment and in June to carry out procurement for the two hydro plants. The African Development Bank Group's board of directors approved in June a US$22 million grant to help fund development of Jiji and Mulembwe.

REGIDESO now invites expressions of interest by 10 a.m. November 17 from consultants to perform a financial audit of PHJIMU for calendar year 2014. The audit is to ensure that World Bank resources were used in accordance with funding agreements, that procurement complied with bank procedures and were properly recorded, that records are properly maintained, that fixed assets are real and financial performance of the project is satisfactory. Expressions of interest labeled "Manifestation d'Interet pour les Services de Consultant Charge d'Effectuer une Mission d'Audit Financier de l'Exercice 2014 du Project PHJIMU" are to be sent to the address below.

REGIDESO also invites expressions of interest by 10 a.m. November 26 from consultants to optimize the organization and procurement procedures of REGIDESO. In a first phase, to require 50 working days, the consultant is to analyze REGIDESO's procurement system, support implementation of 20 tenders, and propose a new procurement management system. In a second phase, to require 40 working days, the consultant is to draft a procurement manual, reorganize the procurement department, and train staff. Expressions of interest labeled "Manifestation d'Interet pour le Recrutement d'un Consultant Individuel Charge de l'Optimisation de l'Organisation et des Procedures de Passation de Marches" are to be sent to the address below.
