U.S. seeks dam safety study of Philippines' 150-MW Casecnan Dam

Casecnan Hydropower Project

The U.S. Overseas Private Investment Corp. (OPIC) seeks proposals for an independent consultant to assess potential dam safety issues at 150-MW Casecnan Dam in the Philippines. Responses are due May 22.

Casecnan Dam was completed in 2001 to divert water from the Casecnan and Taang rivers to Pantabangan Reservoir to increase water available for irrigation on the Philippine island of Luzon. The project includes two diversion dams, a 22-kilometer diversion tunnel and a 150-MW underground powerhouse. The powerhouse and tailrace are in Nueva Ecjia Province while the dams and most of the diversion tunnel are in Nueva Viscaya Province.

In 2011, two typhoons struck the project area causing extensive damage to the facility and overtopping the dam. Since 2008 annual studies have assessed dam stability, remediation measures and safety of those downstream.

OPIC seeks an independent contractor to conduct a desk review of previous studies, determine their technical accuracy, examine likely risks to downstream communities of the dam overtopping or failing, assess the adequacy of remediation projects to control flow, suggest better flood control, and recommend further studies or potential conditions to include in an insurance contract.

A solicitation notice may be obtained from the U.S. Federal Business Opportunities Internet site, www.fbo.gov, by entering solicitation No. OPIC14R0023 in the "Keyword/Solicitation #" box.

Responses are due by 4 p.m., Eastern time, May 22. For information, contact Robert A. Campbell, Overseas Private Investment Corp., 100 New York Ave., N.W., Washington, DC 20527; (1) 202-336-8553; E-mail: rcamp@opic.gov.
