Haiti extends call for engineering, supervision to refurbish 2.65-MW Drouet hydro project

Electricite d'Haiti (EDH) has extended the deadline for expressions of interest to perform engineering studies and project supervision for rehabilitation of the 2.65-MW Drouet hydroelectric project in the community of Saint-Marc, Haiti. Responses now are due May 28.

EDH) previously called for responses by May 14. The government is advancing work on Drouet under a grant from the World Bank's International Development Association for reconstruction of Haiti's disintegrating electricity infrastructure and expansion of access to electricity. The United States Agency for International Development previously provided US$4.5 million for rehabilitation of Drouet and the 1.1-MW Deluge, 800-kW Caracol and 300-kW Onde Verte hydropower projects.

On another front, the Inter-American Development Bank is funding feasibility studies for micro-hydro, studies of the proposed 32-MW Artibonite 4C hydro project and refurbishment of the 54-MW Peligre hydro project.

In the current solicitation, EDH invites expressions of interest from consultants to perform engineering studies for rehabilitation of electro-mechanical equipment of the Drouet plant, which has four 500-kW and one 650-kW turbine-generators. The project is to be divided into three lots: civil works including buildings and penstock; electrical and mechanical works including turbine control system, generators, auxiliary controls, protection, distribution and substation; and supervisory control and data acquisition (SCADA) system.

In addition to engineering studies, the consultant is to assist EDH in issuance of tenders and supervision of rehabilitation work.
