Russia seeks system integrator for hydrometeorological modernization

The Russian Federation invites expressions of interest from consultants to act as system integrator for the data processing system of its second national Hydromet modernization program. Responses are due April 17.

Russia has received US$60 million from the World Bank toward the cost of its Second National Hydromet Modernization Project, intended to modernize meteorological observation networks, hydrological forecasting, and data delivery.

Under its first Hydromet program, the Russian Federation recruited consultants in 2008 to aid development of meteorological data processing and for modernization of the hydrological network of the Kuban, Ussuri, and Oka river basins. A HydroMet system refers to collection and real-time transmission of rainfall and stream flow data and involves installing automatic hydrologic stations to provide real-time information.

The Foundation Bureau of Economic Analysis (BEA) now invites expressions of interest from consultants to act as system integrator to assist in integrating, ensuring operability and implementing all elements of the RosHydromet systems to be modernized under the Second National Hydromet Modernization Program. Expressions of interest are due by delivery, mail, fax or e-mail to the address below by April 17.

Additionally, BEA plans to seek bids for other components of the program: strengthening information communication technology; modernization of meteorological observation networks, including modernization of the Volga River basin hydrological network; institutional and regulatory strengthening; and project management and systems integration and monitoring.
