India's NHPC revives pre-qualifying to construct 800-MW Tawang 2 hydro project

India's NHPC Ltd. invites applications for pre-qualification to construct civil works of the 800-MW Tawang 2 hydroelectric project in India's Arunachal Pradesh State. Responses to three solicitations are due May 12, 13 and 14.

India's Cabinet Committee on Investment gave approval in January to Tawang 2 and two other hydropower projects that had been long awaiting environmental approval. Last year, India's Forest Advisory Committee reversed an earlier requirement for a cumulative impact assessment of Tawang 2 and two other hydro projects.

NHPC originally invited applications for pre-qualification in 2012 to construct civil works of Tawang 2 and the 600-MW Tawang 1 project. It also extended twice the application period for some of Tawang 2's construction lots.

NHPC now has issued pre-qualification invitations for three lots of civil works at Tawang Stage 2:

  • Lot 1: Construction of diversion tunnel, barrage, intake, desilting chambers, silt flushing tunnels, and part of headrace tunnel up to RD 1,944 meters, completion in 65 months. Applications for pre-qualification are due by 5 p.m. May 12. Pre-qualification documents may be obtained until May 12 for 40,000 rupees (US$663).
  • Lot 2: Construction of headrace tunnel from RD 1,944 meters to RD 15,947 meters including adits 2-5, completion in 59 months. Applications for pre-qualification are due by 5 p.m. May 13. Pre-qualification documents may be obtained until May 13 for 20,000 rupees (US$332).
  • Lot 3: Construction of surge shaft, pressure shaft, underground powerhouse, tailrace system, pothead yard, and part of headrace tunnel from RD 15,947 meters to 15,989 meters including adit 6, completion in 65 months. Applications for pre-qualification are due by 5 p.m. May 14. Pre-qualification documents may be obtained until May 14 for 20,000 rupees (US$332).

Pre-qualification documents for each lot may be obtained from the Internet site www.mstcecommerce.com/eprochome/nhpc. A link to the website also is available under e-procurement on the NHPC website, www.nhpcindia.com. Document fees must be submitted before the pre-qualification deadline by demand draft from a Nationalized/Scheduled bank in favor of NHPC Ltd. at Faridabad.

Applications for pre-qualification are to be submitted via the Internet to www.mstcecommerce.com. Additional documents must be submitted in hard copy.
