Bulgaria renews call for supervision to refurbish 700-kW Studena Dam

Bulgaria's Ministry of Regional Development and Public Works (MRDPW) invites expressions of interest from consultants to supervise rehabilitation construction of 700-kW Studena Dam. Responses are due April 28.

The ministry issued a similar solicitation for Studena in 2012. The government also recruited consultants in 2010 to help identify energy projects, including hydropower, to offset closure of the 2,000-MW Kozloduy nuclear plant.

Studena Dam impounds the Struma River and its tributary Matnitsca and Kladnitsa rivers to provide water supply, flood protection, and hydropower production. It includes a concrete buttress dam, front spillway and stilling basin, bottom outlet with stilling basin, intake tower, penstock, hydro plant with two Francis turbine-generators, headrace channel, and feeder canals.

MRDPW has received World Bank financing to rehabilitate the project, whose hydro-mechanical equipment is outdated and worn out, with the exception of spillway gates and new control valves on bottom outlet pipes. Intake pressure piping is heavily corroded, while controls and instrumentation are at the end of life. The dam has no electronic system for data processing and storage.

The agency seeks a consultant to assess investment design conformity, supervise construction, and act as engineer-project manager for procurement of works. The work is expected to require 37 months.

Expressions of interest and qualifications, in English, labeled "Construction supervision for Studena Dam, Contract No. MIDP-CS-QCBS-3," are due by noon April 28.
