Afghans seek dam safety, environmental-social panels for 100-MW Naghlu hydro rehabilitation project

Afghanistan national utility Da Afghanistan Breshna Sherkat (DABS) invites applications from consultants to serve on a dam safety advisory panel and an environmental and social advisory panel for rehabilitation of the 100-MW Naghlu hydroelectric project on Afghanistan's Kabul River. Responses to two solicitations are due April 10 and 17.

Since 2006, the World Bank has been financing the rehabilitation of electrical and electro-mechanical parts of the Naghlu project, which was built with help from the Soviet Union in the 1960s. Last year, DABS recruited consultants to initiate a new rehabilitation program for Naghlu and to help hire feasibility study and training contractors for the work.

In the first of two solicitations, DABS now invites applications by April 10 from consultants to serve on a Project Technical Advisory Panel to provide an independent and high-level technical evaluation of the safety of Naghlu Dam. The panel would include experts in dam designs and construction engineering, hydraulic design and sediment engineering, hydrology and flood routing, geology and geotechnical engineering, electro-mechanical engineering and dam operations and maintenance.

In a separate solicitation, DABS invites applications by April 17 from consultants to serve on an Environmental and Social Advisory Panel to advise on environmental and social assessments, plans and management. The panel would include international and national environmental experts, international and social development/resettlement experts, and additional members named on an ad hoc basis.
