105-MW Ambuklao hydroelectric project earns EMS certification

Ambuklao Hydropower Project

The 105-MW Amuklao hydroelectric plant passed a TUV Rheinland certification audit for Environmental Management System (EMS) with "zero" non-conformity earlier this month.

Located in the Philippines' Benguet province, Ambuklao is operated by SN Aboitiz Power and is the last of three SNAP-owned plants to earn ISO 14001:2004 certification for its EMS.

The certification indicates SNAP's "commitment to monitoring, managing and improving its environmental performance," the company said, meaning SN Aboitiz has "identified significant environmental aspects of its operations and that it is taking steps to manage them through effective means."

Aboitiz Power and Norwegian partner Statkraft Norfund Power Invest announced they had acquired Ambuklao via a joint venture as part of a US$325 million auction in 2007 after the plant was shut down in 2000 due to silt problems.

The project has since been rehabilitated with an expanded capacity up from its former 75 MW.

"As part of SNAP's target for world-class operations, we have been pursuing certification in various international standards," SNAP president and CEO Emmanuel Rubio said. "The successful audit of Ambuklao completes the certification of SNAP's three power plants in workplace health and safety, quality, and environmental management, which began as early as 2009."

Binga is part of a complex that also includes the 105-MW Ambuklao hydroelectric plant. Ambuklao entered commercial operation in 1956, with Binga following four years later.

The project received a confirmation of certification standard from the Occupational Health and Safety Assessment Series (OHSAS) in December 2012 and has been recognized by the United Nations' Framework Convention on Climate Change as a Clean Development Mechanism project.
