U.S. seeks instream flow measurement to protect fish habitat in Idaho forests

The U.S. Forest Service seeks bids to perform hydrologic and aquatic resource measurement to help protect fish habitat on Forest Service lands in the Intermountain West. Bids are due April 9.

The Forest Service took bids last year for instream flow monitoring, analysis, and reporting in the region, which includes the Boise, Payette, Sawtooth, and Salmon Challis National forests. A contract worth $1 million for that work was awarded to Allied Engineering. The service awarded a contract last year to Stillwater Ecosystem Watershed Riverine to perform a lamprey habitat study upstream of Oregon's 11-MW Soda Springs Dam.

The Forest Service, a unit of the Agriculture Department, says federal authorizations of water diversions, such as those for hydroelectric projects, on National Forest System lands might require consultation under the Endangered Species Act to evaluate effects of water withdrawal on threatened or endangered fish species.

In a solicitation set aside for small business, the agency seeks operation and maintenance of stream gages to determine effects of diversions on stream flow and fish habitat. The contractor is to be responsible for collecting field measurements and delivering data in cooperation with the Instream Flow Team of the Intermountain Region of the Forest Service.
