Liberia seeks substation, transmission lines for 60- to 80-MW Mount Coffee hydro project

The government of Liberia seeks bids to construct a substation and transmission lines for the 64-MW Mount Coffee hydroelectric project in Liberia. A mandatory site visit is scheduled January 21, with qualification documents due February 7 and bids due February 28.

Liberia previously called for bids by January 17 to reconstruct the main dam and rehabilitate the powerhouse of Mount Coffee. Voith won an order in October to modernize Francis turbines and deliver new generators, control technology, and electrical and mechanical power plant equipment for the project. The government also called for bids in November for site rehabilitation and in September to refurbish or install new gates, penstocks, and other hydraulic steelwork at the project, whose restored capacity is estimated at between 60 and 80 MW.

Mount Coffee was destroyed during a period of civil war in the early 1990s, making the cost of repairs and upgrades an estimated US$230 million. The government has received funding from various donors including the European Investment Bank and the European Central Bank to help finance the work.

The government now invites qualification and tenders for Contract 4A for construction of an air insulated 66-kilovolt substation at Mount Coffee including protection, telecommunication, AC supply, DC supply, earthing grid, foundation construction, fire protection walls and oil pit, control building with MV metal clad switchgear with control and protection, extension of cable channel from the hydropower plant to step-up transformers, and extension of two planned 66-kV AIS substations in Monrovia by one and two line feeders.

It also invites qualification and tenders for Contract 4B for construction of two double-circuit 132-kV transmission lines (24 kilometer and 27 kilometer) from Mount Coffee substation to Monrovia on self-supported lattice steel towers and steel poles, and dismantling of old towers and poles.

A mandatory pre-bid meeting and site visit are scheduled January 21. Participation must be confirmed by January 20 in writing or e-mail to the Mount Coffee Project Implementation Unit address below. Requests for clarification related to qualification are due by January 24. Requests for clarification related to bidding are due by February 7.
