Zambezi River Authority seeks development of 1,600-MW Batoka Gorge hydroelectric project

The Zambezi River Authority (ZRA) invites expressions of interest in development and construction of the 1,600-MW Batoka Gorge hydroelectric project on the border of Zimbabwe and Zambia. Responses are due February 8.

ZRA, which is jointly owned by Zimbabwe and Zambia, has applied for World Bank funding for the US$3 billion Batoka Gorge, to be built on the Zambezi River between Victoria Falls and Lake Victoria. It recruited consultants in 2012 to perform a feasibility study and environmental and social impact assessments of Batoka Gorge. In 2007, the two nations initially sought investors and a technical partner to pursue the project.

The agency now seeks firms to develop and build the project on a build-operate-transfer (BOT) basis. Initial designs propose a 181-meter-tall roller-compacted-concrete gravity arch dam, radial gated crest-type spillway, a reservoir of 26 square kilometers, and an 800-MW powerhouse on each side of the dam. Each would have four 200-MW vertical-shaft Francis turbine-generators.

ZRA invites expressions of interest and qualifications from firms with experience developing large-scale hydropower projects on a BOT basis. Technical, legal, and environmental feasibility studies that were completed in 1993 will be reviewed during 2013.

An original and three copies of expressions of interest in English, including experience, qualifications, and two most recent audited financial statements, are due to the address below by 4 p.m. February 8. ZRA plans to develop a short-list of firms to be contacted.
