Three British Columbian hydroelectric projects receive environmental approval

A trio of Canadian hydropower projects have been granted Environmental Assessment Certificates by the British Columbia government, HydroWorld.com has learned.

The 74-MW Upper Lillooet, 23-MW Boulder Creek and 16-MW North Creek -- all part of the Upper Lillooet Hydro Project (ULHP) -- are located on Crown land in British Columbia. All of the plants will operate under 40-year power-purchase agreements with BC Hydro as part of its 2008 Clean Power Call Request for Proposals.

The ULHP is being developed by Creek Power Inc., which is a joint venture between Innergex Renewable Power Inc. and the Ledcor Power Group Ltd. Innergex owns two-thirds of Creek Power, with Ledcor holding the remainder.

"The environmental assessment process is rigorous and thorough, requiring extensive analysis and consultations with government agencies, the Lil'wat Nation, multiple stakeholders and the public," said ULHP President and Chief Executive Officer Michel Letellier. "We continue to advance the development of this project, seeking to obtain all necessary permits and licenses, as well as long-term project financing."

The certification is not without stipulations, however, and Creek Power will be responsible for meeting 37 conditions to maintain them.

Chief amongst the requirements are measures dedicated preserving habitat for the region's grizzly bear population and fish.

Innergex said construction of Boulder Creek and Upper Lillooet is expected to begin this year, with North Creek following in 2014.
