European Bank seeks energy sector consultants, including hydro power and ocean energy

The European Investment Bank (EIB) seeks bids from energy sector consultants to participate in a four-year framework agreement to advance energy projects, including hydropower and ocean energy, throughout its countries of operation. Documents may be obtained until January 21, with bids due January 28.

EIB is the European Union's financing institution, whose shareholders are the 27 member states of the EU. The bank recruited a lenders' engineer in November for construction of the 120-MW Itezhi-Tezhi hydroelectric project and the Kafue-Livingstone transmission line project in Zambia.

EIB now plans to recruit 50 to 180 consultants responding to 12 tender lots. Estimated value of the work is 4 million euros (US$5.2 million) over four years. The highest ranking bidders will be awarded framework contracts, while additional bidders scoring at least 75 percent in the award phase will be added to the bank's consultant register.

Consultants may bid for one or more lots to provide support to the Energy Department of the bank's Project Directorate in a wide range of activities including appraisal and monitoring of projects, project preparation and implementation support to promoters, and lending expertise in engineering and economics.

Work includes:
Lots 1 and 7: fossil-fueled generation, transmission, and distribution;
Lots 2 and 8: oil and gas exploration, production, transmission, and distribution;
Lots 3 and 9: nuclear energy;
Lots 4 and 10: renewable energy, including hydropower and ocean, wind, solar, geothermal, and biomass energy;
Lots 5 and 11: energy efficiency;
Lots 6 and 12: environmental and social impact assessments.
