Latvia seeks turbine controls for 868-MW Plavinas hydro project

State utility Latvenergo AS seeks bids to replace turbine controls at the 868.5-MW Plavinas hydroelectric project on Latvia's Daugava River. Bids are due January 10, 2014.

Plavinas (also called Plavinu) began operation in 1968, eventually expanding to 10 units. It underwent a first phase of refurbishment in 1999-2001 and began a second phase in 2007. Nordic Investment Bank lent 50 million euros (US$63.7 million) to Latvenergo in 2008 to modernize hydropower plants on the Daugava.

Latvenergo awarded a 28.1 million euro (US$38.6 million) contract in November to Russia's OJSC Power Machines to reconstruct Plavinas Units 1 and 3, including technical project design, equipment supply, construction, and equipment replacement. The utility took bids in 2012 for that work and for reconstruction of Units 5, 6, and 7 of the 257-MW Kegums project on the Daugava. Sweden-based Sweco won a contract that year to assist with procurement, project management, and technical advice for the two hydro plants. Latvenergo said it also plans reconstruction of all six generating units of the 402-MW Riga hydro project, completed in 1975 on the Daugava.

Latvenergo now seeks bids to replace turbine controllers for Plavinas Units AN6, AN9, and AN10. The work is to require 12 months.
