Endeavor Energy, Joule Africa agree to partnership for Bumbuna hydropower plant expansion

Endeavor Energy and Joule Africa have entered into an agreement for the joint development of a 202 MW expansion of Sierra Leone's 50-MW Bumbuna hydropower plant.

Joule Africa recently completed feasibility studies for the project, allowing the partners to being the engineering, procurement and construction (EPC) process.

The companies said they have already shortlisted an international selection of several EPC firms, while hydro group Lahmeyer International has already completed feasibility and design work, with environmental and social studies currently being conducted by Environmental Resources Management.

Lenders to the Bumbuna Phase II expansion will likely include the African Development Bank, International Finance Corporation, Emerging Markets Infrastructure Fund and other European development finance institutions.

"We are pleased to have teamed up with Joule Africa and the government of Sierra Leone to jointly complete the expansion of the Bumbuna Phase II in a public-private partnership," Endeavor Energy CEO Sean Long said.

Sierra Leone's Ministry of Energy and Water Resources sought applications for project managers in January. The country announced it was exploring the possibility of expanding the plant to an overall capacity of as much as 389 MW in 2011.
