The Democratic Republic of Congo (DRC) invites expressions of interest from consultants to perform additional feasibility studies of the 4,200-MW Inga 3 Lower Falls hydroelectric project on the Congo River. Responses are due December 12.
The DRC recruited consultants in January to serve as procurement expert and financial expert for electricity utility projects including development of the Inga hydroelectric complex. It also called for consultants in 2012 to serve on panels to study development of the Inga complex and transmission lines to deliver its power.
The 350-MW Inga 1 and 1,424-MW Inga 2 hydroelectric projects currently are undergoing refurbishment. Additionally, the proposed 4,300-MW Inga 3 project is considered a step toward development of a 40,000-MW Grand Inga hydroelectric complex.
The DRC's utility, Societe Nationale d'Electricite (SNEL) now invites expressions of interest from consultants to further study the feasibility of Grand Inga and to meet the needs of the DRC for development of Inga 3, in particular to confirm the distribution of demand and associated power lines. Consultants also are to perform a tariff study to confirm the project's competitiveness compared to alternative power projects and to prepare negotiations with future power buyers. Other work includes technical support to the government in dealing with stakeholders and in structuring development of Inga 3.
Expressions of interest, in French and labeled "AMI/005/PMEDE/CG13/SNEL/DG/CDP/JSNM/2013/SC – Consultant (cabinet) charge de la realization d'etudes complementaires et d'une assistance technique a CG13 pour la structure et developpement du projet," are due by mail or e-mail to the address below by December 12.
