U.S. seeks transformer for Great Lakes' Soo Locks complex

Soo Locks Complex

The U.S. Army Corps of Engineers seeks bids to supply a step-up transformer at Soo Locks, the navigation link between Lake Superior and the lower Great Lakes as well as the location of three hydroelectric plants. Bids are due Sept. 12.

The Corps took bids in 2010 to reconstruct 300 feet of crib dam at Soo Locks, on the St. Marys River at Sault Ste. Marie, Mich. The complex includes the Corps' 21-MW St. Marys Falls hydro plant, the 27-MW Edison Sault Electric project, and the nearby 52-MW Francis H. Clergue project.

In a solicitation set aside for small businesses, the Corps' Detroit District seeks bids to remove and replace a transformer in the Unit 10 powerhouse. The unit is a 3,250 kilovolt-ampere medium voltage dry type outdoor transformer that is a step-up transformer receiving its primary feed from a hydropower generator at 4,160 volts and delivers power to the main powerhouse at 13.8 kV.

Work also includes removal of a transformer enclosure, installation of an equipment pad and containment system, protective devices, cabling, supports, and other items.

A solicitation notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering Solicitation No. W911XK13B0006 in the "Keyword/Solicitation #" box.

Bids are due by 2 p.m. Eastern time, Sept. 12. For information, contact L. Will Smith, U.S. Army Corps of Engineers, Detroit District, 477 Michigan Ave., Detroit, MI 48226; (1) 313-226-2797; E-mail: lloyd.w.smith@usace.army.mil.
