Corps seeks civil construction of basin for Charleroi Locks, Dam in Pennsylvania

The U.S. Army Corps of Engineers seeks bids for civil construction of an emptying basin for Charleroi Locks and Dam on the Monongahela River at Charleroi, Pa. Bids are due Aug. 8.

With federal economic stimulus funding, the Corps' Pittsburgh District allotted $17.4 million in 2009 for critical rehabilitation of Charleroi Locks and Dam, also known as Monongahela Lock and Dam 4. The Corps also took bids in 2009 for upgrades to the remote operation system of six of the nine navigation dams on the Monongahela in Pennsylvania and West Virginia. The Pittsburgh District has critical backlogged maintenance valued at $250 million dollars.

In the current solicitation, the Corps seeks fabrication of large precast reinforced concrete segments to form the outer shell of the 50-foot by 110-foot emptying basin. Tremie concrete is to be used as infill for the shell to solidify the structure, which will be located downstream of the dam and riverward of the new lock chamber river wall. The work is to require 810 days at an estimated cost of $10 million to $25 million.
