U.S. seeks switchyard circuit breaker installation at 600-MW Richard B. Russell pumped-storage

The U.S. Army Corps of Engineers seeks bids to install replacement circuit breakers and to refurbish the switchyard of the 600-MW Richard B. Russell pumped-storage project on the Savannah River in Georgia. Bids are due July 9.

The Corps recently received permission to operate all four of Russell's reversible pump-turbines after a decade of environmental litigation. The plant has four 75-MW pump-turbines and four 75-MW conventional units.

The Corps' Savannah District awarded a contract in 2012 to Atlantic Electric LLC to replace main unit breakers and static excitation systems and to install a static frequency converter system at the hydroelectric project. It also named HDR Engineering Inc., to evaluate operating practices of Russell, and the 422-MW Hartwell and 280-MW J. Strom Thurmond hydroelectric plants, also on the Savannah.

In a solicitation set aside for small business, the Corps now seeks installation of government-furnished circuit breakers to replace 25-year-old oil-filled units at the switchyard adjacent to the Russell project. Work also is to include removal of old circuit breakers and oil storage tanks, modifications to bus work and cabling, and related work.
