U.S. seeks operation and maintenance of W. Kerr Scott Dam, 14-MW Philpott hydro project

The U.S. Army Corps of Engineers seeks information on firms able to provide operation and maintenance of two Corps projects, W. Kerr Scott Dam in North Carolina and the 14-MW Philpott hydroelectric project in Virginia. Responses are due June 27.

The Corps' Wilmington District seeks information from firms to help determine how to issue a solicitation for the work. It anticipates issuing two contracts for one base year and four option years.

Operation and maintenance is to include planning, programming, administration, management, supervision, maintenance of accurate and complete records, quality control inspections, personnel, materials, equipment, and vehicles.

The Corps took bids in 2009 to update master plans of three Corps water projects in North Carolina including W. Kerr Scott Dam and reservoir in the Yadkin-Pee Dee River Basin. The project includes a 1,475-acre reservoir and numerous recreation sites. In 2012, the Federal Energy Regulatory Commission issued a license (No. 12642) to Wilkesboro Hydroelectric Co. to develop the 4-MW W. Kerr Scott hydroelectric project at the Corps dam in Wilkes County, N.C.

The Wilmington District took information in June on firms able to supply hydro governors, switchgear, and voltage regulators for the Philpott project, which was completed in 1952 on the Smith River to control flooding, generate electricity, and provide recreation in Virginia. The project has 2,800 acres of water, numerous recreation areas, and a powerhouse containing two Francis turbines of 6.7 MW each and a 600-kW unit.
