Gambia River agency seeks technical, environmental management consultants for 128-MW Sambangalou, 240-MW Kaleta

The Gambia River development agency invites expressions of interest from technical-legal and environmental management consultants to advance development of the 128-MW Sambangalou and 240-MW Kaleta hydroelectric projects and 1,677 kilometers of transmission lines in Africa's Gambia River Basin. Responses are due July 16.

The Organization for the Development of the River Gambia (OMVG), which includes Guinea, Senegal, Guinea-Bissau, and Gambia, courted potential private sector partners in 2009 to develop the hydro projects and grid interconnection. OMVG has requested funding for the project from the African Development Bank.

Sambangalou is to be built 22 kilometers south of Kedougou, Senegal, in the Gambia River catchment. Kaleta is planned for the Konkoure River at Konkoure, Guinea. The OMVG project includes construction of 1,677 kilometers of transmission line and 15 substations interconnecting the nations. The project is to help meet 22 percent of the energy needs of the four countries.

OMVG invites expressions of interest for two contracts, including one for a technical, legal, and transactions consultant to update technical studies of the project, structure transactions and legal agreements, define terms of electricity sales from the Kaleta project, study OMVG restructuring, and study regulatory mechanisms. The work is to require 27 months.

The agency also seeks expressions of interest for an environmental and social consultant to review studies of environmental and social assessment and formulate a project of mitigation and conservation of watershed ecosystems. That work is to require eight months.

Expressions of interest are due by 10 a.m. July 16 to the address below, labeled either "Demande de preselection pour l'etablissement d'une liste restreinte de consultants technique/juridique/transactions" or "Demande de preselection pour l'etablissement d'une liste restreinte de consultants environnemental et social."
