U.S. to seek static frequency converter controller at 200-MW Mt. Elbert

The Bureau of Reclamation seeks information on firms capable of supplying a static frequency converter controller replacement for the 200-MW Mt. Elbert Pumped-Storage project near Leadville, Colo. Responses are due Jan. 18, 2013.

Reclamation took bids in 2011 to refurbish circuit breakers and to overhaul of hydraulic cylinders used to hoist headgates at Mt. Elbert.

Mt. Elbert power plant is part of Reclamation's Fryingpan-Arkansas project, which diverts surplus water from the Fryingpan River and other tributaries of Roaring Fork River on the western slope of the Rocky Mountains to the Arkansas River Basin on the eastern slope. Mt. Elbert generates power from water originally pumped from Twin Lakes, the plant's afterbay, and from supplemental water delivered from Turquoise Lake to the forebay.

Reclamation currently seeks information on sources with expertise and history in designing, manufacturing, and installing replacement controllers for medium-voltage, high-power silicon controlled rectifier based variable frequency drives. The information is to be used to develop a request for proposals for replacement of the controller for the static frequency converter used to start each of two 135-megavolt-ampere motor-generators in pump mode. The existing ABB PSR1 controller is no longer being supported by the manufacturer.
