Bidding begins on first private-public partnership hydropower project in the Philippines

The Philippine government moved forward on the development of its first hydropower project through the Private-Public Partnership (PPP) program, has learned.

The Metropolitan Waterworks and Sewerage System (MWSS) began the development process by inviting businesses to place bids for rehabilitation, operation and maintenance work on the first PPP hydropower project.

The government plans to involve the private sector in the work on two MWSS-owned turbines at the 246-MW Angat hydro plant in San Lorenzo, Norzagaray, Bulacan. Once completed, the auxiliary turbines 4 and 5 will contribute 28 MW of capacity to the complex, bringing the total generation capacity to 274 MW.

Rehabilitation of these units contributes to the Department of Energy’s goal of adding 10,450 MW of hydroelectric power generating capacity of to the country’s renewable energy portfolio.

The private sector company will be selected by July 2013 and will handle operation and maintenance of the units for a 20-year term. 

The other units at the Angat plant are operated and maintained by Korea Water Resources Development Corp., which obtained the contract in 2010. 

In related news, recently reported that another Philippine hydro plant, the 105-MW Ambuklao hydroelectric complex, received a confirmation of certification standards.
