Ethiopia seeks embankment dam expert for dam safety panel

Ethiopia's Ministry of Water and Energy invites expressions of interest from consultants to serve as an international expert in embankment dam design and monitoring. Responses are due December 18.

The ministry is creating a Dam Safety Review Panel to oversee five dams planned for irrigation schemes around Lake Tana. The ministry recruited consultants in 2011 to perform a topographic survey of the Lake Tana sub-basin flood plain in Ethiopia.

The ministry now plans the Dam Safety Review Panel, which, under World Bank rules, is to independently review the safety of bank-financed projects and implement corrective measures to ensure dam safety. Meeting at least twice a year, the panel is to review the 78-meter-tall Ribb Dam, which is under construction, as well as four other dams around Lake Tana that are in feasibility and design stages, including Megech Dam.

The Dam Safety Review Panel is to include an international expert in embankment dam design and monitoring, a dam engineer, a geotechnical engineer, and a dam hydrologist. If any of the dams should have hydropower components, a hydropower systems expert is to be included.

In its current solicitation, the ministry seeks the international expert in embankment dam design and monitoring to provide independent and high-level technical evaluation of the safety of the proposed dams. The expert is to have a degree in civil engineering and at least 20 years' experience in dam engineering.
