Senegal River agency seeks strategic evaluation of hydro development

DAKAR, Senegal 2/27/12 (PennWell) -- The multi-nation Senegal River management agency invites expressions of interest from consultants to perform a regional strategic evaluation of options for hydroelectric development and of water resources. Responses are due March 12.

The Organisation pour la Mise en Valeur du Fleuve Senegal (OMVS), which includes Senegal, Guinea, Mali, and Mauritania, recruited consultants in 2009 for a transmission grid system to interconnect proposed new hydroelectric projects. OMVS also is taking bids April 23 to manage the 250-MW Manantali and 63-MW Felou hydroelectric projects in Mali and the related transmission system.

OMVS operates Manantali Dam and Diama Dam, which aids irrigation and prevents intrusion of the Atlantic Ocean into the Senegal River. While Felou is under construction on the Senegal, OMVS also is studying construction of 25-MW Gourbassi on the Faleme River in Mali, 240-MW Boureya and 280-MW Koukoutamba on the Bafing River in Guinea, the Badoumbe project on the Bakoye River in Mali, 95-MW Gouina in Mali, and the Balassa project in the Senegal basin in Guinea.

In the current solicitation, OMVS seeks firms to perform a regional strategic evaluation of options for hydroelectric development and of water resources in the Senegal Basin. Work is to include an analysis of energy needs; identification of electrification options; a cumulative impact assessment; analysis of effects of climate change; analysis of economic, environmental, and social risks; and comparative analysis of the options of electrification, transportation, navigation, and development of water resources.
