Senegal River agency reopens tender to manage 250-MW Manantali, 63-MW Felou

BAMAKO, Mali 1/9/12 (PennWell) -- The multi-nation Senegal River management agency has reopened tendering to manage the 250-MW Manantali and 63-MW Felou hydroelectric projects in Mali and the related transmission system. Bids are due April 23.

The Organisation pour la Mise en Valeur du Fleuve Senegal (OMVS), which includes Senegal, Guinea, Mali, and Mauritania, invited applications for pre-qualification for the work in 2010. However, the agency now says it is changing the procedure to an open tender without pre-qualification.

OMVS recruited consultants in 2009 to develop a master plan for a transmission grid system to interconnect proposed new hydroelectric projects.

The agency now seeks a private operator for implementing agency Societe de Gestion de l'Energie de Manantali (SOGEM) to manage Manantali Dam and its hydro project on the Bafing River in Mali, and Felou, which is being built on the Senegal River in Mali. Also part of the management deal would be a dispatching center, transmission lines between Mali, Mauritania, and Senegal, and 12 substations. SOGEM plans to enter a 15-year contract with an option to renew.

It seeks an operator specializing in operation and maintenance of hydroelectric facilities, high-voltage networks, water management, and implementation support for commissioning of Felou.

Bidding documents may be obtained from the address below for 50,000 Central French Africa francs (US$97.53) by crossed bank check or convertible currency. Previous applicants who paid the fee for pre-qualification documents may receive documents free of charge. The documents will be delivered electronically.

A mandatory site visit is scheduled February 6-15 followed by a meeting February 16-17 in Bamako. Applicants are to confirm their participation in the site visit by mail by January 25. Bids are due April 23.

All correspondence related to the tender must be labeled "Dossier de preselection pour le Recrutement d'un Operateur Independant charge de l'exploitation et de l'entretien du barrage et des Ouvrages de production et de transport de l'energie de Manantali et de Felou."
