Pakistan extends bidding for 665-MW Lower Palas, 496-MW Lower Spat Gah

LAHORE, Pakistan 11/9/11 (PennWell) -- Pakistan's Water and Power Development Authority (WAPDA) has extended the deadline for expressions of interest to participate in development of the 665-MW Lower Palas Valley and the 496-MW Lower Spat Gah hydroelectric projects on tributaries of the Indus River. Responses to separate solicitations are now are due November 18.

Pakistan has launched a hydropower construction campaign to strengthen its power supply capabilities. Consultants were recruited in 2010 to study financial requirements and sources of financing for hydro projects, primarily in the Indus Basin.

WAPDA previously called for expressions of interest to develop Lower Palas Valley by November 1 and October 4.

WAPDA said it intends to develop the Lower Palas Valley project in Khyber Pakhtunkhwa Province under a public-private partnership model. The estimated US$763 million project is to be built on left bank tributaries of the Indus, 12 kilometers upstream from Patan.

WAPDA previously called for expressions of interest to develop Lower Spat Gah by November 14.

It seeks a developer to pursue Lower Spat Gah under a public-private partnership model. The estimated US$697 million project is to be built downstream from Dasu in Khyber Pakhtunkhwa Province. It would have design discharge of 81 cubic meters per second, gross head of 745 meters, and mean annual generation of 2,106 gigawatt-hours.

WAPDA and the governments of Pakistan and Khyber Pakhtunkhwa would provide up to one-fifth of the equity in each of the project partnerships. The selected firms would be equity partners for the remaining 80 percent of equity and for arrangement of a loan for the cost of the projects through debt financing.

Partners are to be selected based on financial worth, credit worthiness, experience of financing and sponsoring similar projects, and the terms and conditions of finances provided.

Expression of interest documents may be obtained for each project from the address below for US$1,000 or the equivalent in rupees.
