Nile Lakes states seek owner's engineer for 90-MW Rusumo Falls

Nile Equatorial Lakes states invite expressions of interest from consultants to serve as owner's engineer for development of the 90-MW Rusumo Falls hydroelectric project on the Kagera River. Responses are due November 23.

The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) of the Nile Basin Initiative (NBI) recruited consultants in May to conduct an independent review of environmental and social studies of Rusumo Falls, which was previously described as between 60 and 90 MW.

NELSAP states include Burundi, Democratic Republic of Congo, Egypt, Kenya, Rwanda, Sudan, Tanzania, and Uganda. Burundi, Rwanda, and Tanzania are preparing the Rusumo Falls project, which will be located on the border of Rwanda and Tanzania and will create a 386-square-kilometer reservoir extending into all three countries and transmission lines interconnecting the three countries.

NELSAP currently invites expressions of interest for an owner's engineer to review the feasibility study and prepare tender documents for development of the project on an engineering-procurement-construction (EPC) basis. SNC-Lavalin previously studied the power plant, dam, and reservoir, while Fichtner/RSWI studied the transmission lines.

The consultant also would help procure EPC contractors and supervise and manage EPC contracts. The work is expected to require five years.
