Jamaica seeks consultants to promote small hydro projects

KINGSTON, Jamaica 11/22/11 (PennWell) -- Petroleum Corp. of Jamaica (PCJ) invites expressions of interest from consultants to provide technical assistance for promotion and development of cost-effective small hydropower projects in Jamaica. Responses are due December 6.

With funding from the World Bank, Jamaica's Ministry of Energy and Mining is pursuing an Energy Security and Efficiency Enhancement Project. The government-owned PCJ has been mandated by the government to develop renewable resources with a goal that 15 percent of Jamaica's energy come from renewables by 2020. (HydroWorld 8/3/11)

PCJ seeks consultants to provide technical assistance for the promotion and development of small hydro projects and capacity building for PCJ. PCJ intends to promote investment in three small hydro projects for which feasibility studies have been completed, Great River, Laughlands, and Back Rio Grande.

The company also plans to begin feasibility studies in 2012 of run-of-river hydro sites on 10 other rivers. PCJ intends to implement initiatives that will improve its capacity to facilitate private sector investment in the small hydro sector in coordination with other government agencies.

Consultants are to provide technical assistance and guidance to key stakeholder agencies; equip developers and investors with knowledge of hydropower potentials and investment opportunities; provide technical, financial, and environmental analysis; and advance agency policies to support public-private partnerships for hydro projects.

Expression of interest forms may be obtained from the Office of the Cabinet Internet site at www.cabinet.gov.jm/procurement. An original and five copies of expressions of interest are due by 10 a.m., Eastern time, December 6.
