N.Y. seeks funding applications for renewables, including hydro, ocean

The New York State Energy Research and Development Authority invites applications for $150 million in funding for renewable energy projects, including hydropower and ocean energy projects. Applications are due Oct. 13.

Applicants seeking to participate in an Oct. 3 teleconference were instructed to contact NYSERDA by Sept. 29.

NYSERDA and the New York Public Service Commission made a similar offer of $250 million in January under provisions of the state's Renewable Portfolio Standard.

The state agency invites competition to sell it "RPS attributes" created by eligible renewable energy projects. Under the RPS program, NYSERDA has awarded funding on a competitive basis to 51 large-scale renewables generators that are expected to produce 5.3 million MWh of renewable energy per year. They include three biomass facilities, eight landfill biogas operations, 23 hydroelectric project upgrades, and 17 wind farms.

NYSERDA encouraged applicants to submit an optional Notice of Intent to Bid that will enable the agency to communicate changes in the process to bidders. A teleconference was scheduled at 3 p.m. Eastern time, Oct. 3. Prospective participants were told to submit an e-mail titled "Bidders Teleconference" to rps@nyserda.org by noon, Eastern time, Sept. 29.

Application documents may be obtained from the NYSERDA Internet site under http://www.nyserda.org/funding/2389rfp.asp. Application packages are due by 5 p.m., Eastern time, Oct. 13 to Roseanne Viscusi, RFP 2389, NYS Energy Research and Development Authority, 17 Columbia Circle, Albany, NY 12203-6399.

Qualified bidders are to be notified Oct. 28 and invited to submit bids by Nov. 16. Winning bidders are to be notified about Dec. 16.
